*URGENT UPDATE: 9/12/26*

Since September 1, 2026, I have sent Seven Notices to the contacts below that include Governor Gavin Newsom, David Geffen, The Regents of the University of California (UC Regents), The David Geffen Foundation, and various individuals with executive or leadership positions under the UC Regents ecosystem including Julio Frenk, The Chancellor of UCLA, James B. Milliken, The President of the University of California, various CEOs, Deans, Presidents, Vice Presidents, numerous Chief Officers (Legal/Counsel, Risk, Compliance, Privacy, Health Sciences) within the UC Regents ecosystem, and a litany of UC/UCLA/UCLA Health attorneys.

These notices, the most recent of which is pasted below, raise deeply problematic areas of public concern including gross injustice.

If you are reading this, please contact all individuals listed to express the sheer unacceptability of these alarming circumstances of institutional profit put ahead of patient health, in this case of a disabled chronic PTSD patient whose confided upon health conditions are being weaponized toward Obstruction of Justice toward the DOJ's intervened David Geffen School of Medicine lawsuit (DOJ matters against UCLA currently involve over $1 billion at stake), civil law matters in relation to myself (expressly stated, repeatedly, to the Regents ecosystem, that my then-current health needed to improve, not decompensate, in order to pursue) and my FBI and HHS OCR Reports, and criminal matters as determined by federal and California state authorities).

As stated in the correspondence to Governor Newsom, as well as all individuals or institutions referenced below, the criminal and civil matters involved include Human Trafficking (CA Penal Code 236.1 / CCC 52.5), Elder/Dependent Adult Abuse (CA Penal Code 368 / EADACPA) and Sexual Harassment by a Professional (CCC 51.9), among other United States and California statutes and areas of law.

That includes the interaction of my exploited disability and chronic PTSD to California's protections against Hate Crimes (CPC 422.6) in relation to The Regents of University of California's ecosystem.

In relation to matters involving the Regents of the University of California (UC Regents), University of California at Los Angeles (UCLA), David Geffen School of Medicine (DGSOM), and other related parties, as discussed in the emails sent directly to you on September 1, 2026 and September 2, 2006, with a September 4, 2026 Harm Update that followed, a September 6, 2026 Harm Update that followed, a September 9, 2026 Harm Update that followed, a September 11, 2026 Harm Update that followed, and forwarded below in an email chain that also includes the text of a potentially obstructed and tampered with U.S. HHS Intimidation & Retaliation Protection Report submitted for filing on August 20, 2026 in relation to myself and the U.S. Department of Justice's (DOJ) intervened lawsuit into the DGSOM involving racial discrimination, as well as other highly pertinent HHS submissions, including those involving multiple other potential HHS Report Obstructions:

This is the seventh notice regarding topics referenced in the subject and body of this email and include the entire email chain contained within this notice.

I have continued to experience debilitating nausea and other somatic chronic PTSD symptoms that have been reported extensively to UCLA Health disabling me from the possibility of a duress-based departure via flight, or a lengthy departure via vehicle, from my home with the motivation to alleviate the agony and anguish caused by the coercive duress I am encountering in my home tied to matters of malfeasance and persuasion obstructing my access to justice involving the above parties and that include ongoing Cyber Crimes and localized and systemic Obstruction exploiting my disability and health.

This update serves you with notice of the ongoing harm created by the matters previously discussed, and referenced in forwarded emails below, including CPC 422.6 protections against Hate Crimes, and all other federal and California statutes mentioned or otherwise applicable.

Additionally included in the below chain of replied to or forwarded emails, pasted in reverse chronological order in-between emails dated September 2, 2026 12:56 AM and Sep 1, 2026 at 5:52 PM, is a copy of the text of the email sent at 10:05 PM on Sep 1, 2026 to the below list of individuals (tied to the UC Regents, UC System, UCLA, David Geffen, and State Governance, across Executive Leadership, Administration, Legal Counsel, Privacy, Compliance, Risk Auditing / Risk Management, Faculty, and Records positions and departments) that forwarded to said Individuals / Institutions the report of potential tampering and obstruction sent via email to HHS at 9:56 PM on Sep 1, 2026 regarding potential Cyber Crimes involving obstructing and tampering with HHS OCR filing submissions including Intimidation & Retaliation reports. These have occurred while submitting HHS Reports via cyber methods within my home.

The email header of this report sent on Sep 1, 2026 at 9:56 PM indicates and contains the proper "<OCRComplaint@hhs.gov>" address for complaints in the sent "To" section of the email, as sent, opposed to a potentially tampered with "To" section instead displaying the HHS general inquiry inbox of "<OCRMail@hhs.gov>" that would substantially delay filings, the latter address of which is instead indicated in HHS's reply to the report dated Sep 2, 2026 at 7:08 AM, which forwarded back to me a copy of my tampering and obstruction report submission.

In addition, the text of the report submitted to HHS on September 2, 2026 at 2:19 PM regarding the potential Tampering and Obstruction of numerous HHS Filings (including an HHS Intimidation & Retaliation Report) and an FBI Report, was sent to Governor Gavin Newsom on that same day via the www.gov.ca.gov/contact form, stating urgency, and with the message subject of "Budget 2026-27" selected within the choices presented and with the following header:

"Forwarded message re: UC Regents sent to/from U.S. HHS OCR in re: Cyber Crimes tied to UC Regents-related HHS OCR and FBI Reports involving CA State budget/financial matters."

In congruence with previous emails on the matter, and partially referenced above, the following people, positions, entities, or institutions are included and notified in this communication and were notified in previous notices as described:

Gov. Gavin Newsom, Governor of the State of California, governor@governor.ca.gov (previously bounced all six attempts) and www.gov.ca.gov/contact (successfully submitted, on 9/2/2026, as described below).

The Governor has been contacted via the above website with regard to potentially Obstructed FBI and HHS Reports tied to the entities / individuals listed above including the Regents of the University of California (for which he serves as an Ex officio regent as the Governor of California) including an HHS Intimidation & Retaliation Report, involving criminal and civil matters tied to Human Trafficking (CA Penal Code 236.1 / CCC 52.5), Elder/Dependent Adult Abuse (CA Penal Code 368 / EADACPA) and Sexual Harassment by a Professional (CCC 51.9), among other statutes and areas of law.

These matters additionally intersect with the Department of Justice's (DOJ) intervened lawsuit against the Regents of the University of California and the David Geffen School of Medicine with regard to racial discrimination, for which my medical file at UCLA involves a new resident each year across a decade at the David Geffen School of Medicine and UCLA Health's hospital ecosystem and indicates extensive racial discrimination across over a decade that includes, among other areas, a 10+ year lack of treatment for a race-based violent hate crime.

The following email has been sent to the U.S. HHS OCR today after what appears to be a troubling revelation of Cyber Crimes obstructing FBI & U.S. HHS OCR Reports & Updates I have submitted across the past 3-4 months.

(as I finally received a response, only to my 9/1/26 HHS Intimidation & Retaliation Protection Report Update (report submitted on 8/20/26) asking for a case number to fuse to the original HHS complaint (the first being a 5/17/26 report with updates on 7/8/26 and onward), a case number that never arrived across multiple submissions).

There may be an implication of those emails never having been received by U.S. HHS OCR or the FBI via cyber malfeasance.

As a disabled patient, my ability to fully rectify these matters are impeded (and actively exploited), including for reasons specified in an HHS OCR Intimidation & Retaliation Protection Report.

There seems to be a highly troubling pattern of my HHS reports encountering Cyber Crime obstruction, for reasons stated below, including the fact that I have yet to receive HHS or FBI case numbers for reports and updates I have submitted on 5/17/26, 7/8/26, 7/19/26 and 8/20/26.

I submitted my original HHS OCR Civil Rights Complaint via PDF attachment on 5/17/26 to OCRMail@hhs.gov

I have yet to receive a case number. Please provide one as soon as possible. I have reattached the original complaint.

I have been experiencing cyber crime-consistent malware issues on my phone tied to the UCLA, David Geffen School of Medicine, and UC Regents issues for many months.

I submitted an FBI IC3 Cyber Crime Report via portal on 7/19/26 with an FBI submission ID for this report as follows: f970157328c94b79b533404581020543

I have yet to hear back regarding the FBI IC3 Report as well.

I re-submitted my original HHS OCR Civil Rights Complaint via PDF attachment on 7/8/26 to OCRComplaint@hhs.gov (as well as OCRMail@hhs.gov) as I discovered multiple times that OCRComplaint@hhs.gov was the email address indicated on the hhs.gov website, whereas it appears I was originally presented a malware spoofed version of the HHS.gov website indicating a page and HHS OCR Form that stated to send the complaint to the general inbox of OCRMail@hhs.gov, which this email appears to be sent from.

I indicated this potential HHS.gov spoofing instance (occurring 5/17/26 and prior) in my 7/8/26 complaint update.

I have also yet to hear back with a case number from HHS after the 7/8/26 update to my complaint (during which I reattached / resubmitted the original HHS OCR Civil Rights Complaint submitted on 5/17/26) and expanded the scope of my complaint to include over 10 years of racial discrimination, disability discrimination, and gender discrimination, and involving a violent hate crime, domestic violence, and obstructing a disabled patient's access to justice and obtaining legal recourse (in addition to concealing criminal and civil liability tied to CA statutes mentioned in the initial complaint tied to Human Trafficking (CA Penal Code 236.1 / CCC 52.5), Elder/Dependent Adult Abuse (CA Penal Code 368 / EADACPA) and Sexual Harassment by a Professional (CCC 51.9).
